One other fact about ERIC from Judicial Watch:
The member agreement stipulates that under no circumstances shall the member transmit an individual's record where the record contains documentation or other information indicating that the individual is a non citizen of the United States.
 
In other words we don't want to know if a person being registered is here illegally and we will add them to the voter rolls. ERIC works to inflate the voter rolls because that is very helpful for voter fraud. 
Rep Karianne Lisonbee told me she is running a bill to remove Utah from ERIC this coming session.
